International Medical Graduates (IMGs)

An International Medical Graduate (IMG) is someone who has gained their primary medical qualification outside of Australia or New Zealand. 

If you are an IMG and have passed both Australian Medical Council (AMC) examinations – Multiple Choice Questionnaire and Clinical Examination – and hold an AMC Certificate you are eligible to apply for General registration in Queensland. If you have Australian specialist qualifications or training and experience which has been assessed by the relevant specialist college as being comparable to that of an Australian trained specialist, you are eligible to apply for specialist registration.

If you hold fellowship of the Royal Australian College of General Practitioners (RACGP) or of the Australian College of Rural and Remote Medicine (ACRRM), you can apply for General Practice registration. You will need to complete the Application for Special Purpose Registration – Medical Practitioner/Deemed Specialist (Form M1SP) and provide the supporting application documents.

You may be able to apply for Special Purpose registration via one of the pathways below:

  1. Competent Authority Pathway
    You should progress along the Competent Authority pathway if you:
    • are seeking registration for a non-specialist position and have passed the examination process for registration in AMC-endorsed countries or
    • hold current Special Purpose registration in Queensland, and meet the eligibility criteria defined by the AMC for the Competent Authority pathway.

  2. Standard (Non Specialist) Pathway
    You should progress along the Standard (Non Specialist) pathway if you:
    • hold qualifications gained in a country not yet designated by the AMC as a 'competent authority’, and you are seeking registration for a non-specialist position in Queensland you will need to meet the assessment requirements which apply to the Standard (Non Specialist) pathway. 

  3. Specialist Pathway
    You should progress along the Specialist pathway if you:
    • hold specialist qualifications from outside Australia or New Zealand and you are seeking registration for a specialist position in Queensland or a college supported specialist-in-training.  You will need to provide your specialist qualifications to the Australian Medical Council (AMC) for assessment by the relevant specialty college before applying for registration.

Please note: If you are applying via Competent Authority or Standard Pathway you may be required to undertake a pre-employment structured clinical interview (PESCI).

From 1 October  2009, the Board will require a pre-employment structured clinical interview (PESCI) to be undertaken by all International Medical Graduates (IMGs) applying for registration via the Standard Pathway or Competent Authority Pathway to practice in any of the following positions:-

The PESCI will be required to be undertaken before an application for special purpose registration can be submitted. 

The Board supports the Queensland Health initiative to undertake a PESCI as a pre-requisite employment requirement for overseas trained doctors seeking employment in certain positions at the junior medical officer level.

For an application for registration to fill a Junior Medical Officer position within Queensland Health, the Board or your employer may request a PESCI be undertaken.  You will be notified by the Board or Queensland Health should this be required.

Please note: All Special Purpose applicants are required to progress towards General, Specialist or s138 registration within four consecutive years of holding registration in Queensland. Evidence of progress will be required at the end of each 12 month registration period.
